Business Analyst

We are looking for an experienced Senior Business Analyst to join a major digital transformation programme within the public sector. The mission focuses on a project related to the creation of a central database for traffic offence recidivism, aimed at improving data exchange, process efficiency and collaboration between multiple public authorities. The Business Analyst will play a key role in translating policy and business objectives into functional solutions, coordinating complex business analysis activities and supporting the delivery of IT developments.

Key responsibilities include: Business Analysis & Process Optimisation: perform detailed business analysis and define AS-IS and TO-BE process flows; identify opportunities to improve business processes and data quality; analyse and optimise data exchanges and information flows between multiple public organisations; translate complex business requirements into clear and practical functional solutions. Functional & IT Project Support: write clear and detailed user stories and acceptance criteria; support and follow up with IT suppliers during functional analysis and development; coordinate and support User Acceptance Testing (UAT); identify and report risks, dependencies, bottlenecks and blockers to the Project Manager; maintain clear, structured and accessible project and functional documentation.

Stakeholder Management: coordinate business analysis activities involving multiple public-sector stakeholders; facilitate workshops and working sessions with business, technical and institutional stakeholders; align different requirements and contribute to the definition of consistent processes and working methods across organisations; act as a bridge between business stakeholders, IT teams and external suppliers. User Support & Knowledge Transfer: prepare clear user manuals and supporting documentation; contribute to training sessions related to new or updated functionalities; support users during the implementation and adoption of new solutions.

Required skills and experience: minimum 5 years of relevant experience as a Business Analyst; Bachelor's degree in a relevant field; strong experience in Business and Functional Analysis; experience with process modelling and AS-IS / TO-BE analysis; strong knowledge of user stories and acceptance criteria; experience with Agile and/or PRINCE2 project methodologies; experience with UAT and IT project delivery; strong stakeholder management, communication and workshop facilitation skills; ability to work with both technical and non-technical stakeholders; strong documentation and analytical skills; experience with projects involving multiple data flows from different organisations is a strong asset; previous experience in the public sector is an asset; experience or affinity with Justice, Police, mobility or traffic-related environments is a plus.

Languages: good understanding of English; fluent French or Dutch, with a good understanding of the other language.
