Business Analyst & Product Owner – Agile & BPM

Our client, a leading public service organization, is seeking an experienced ICT Business Analyst and Product Owner to join their innovation department. This role involves acting as a bridge between business and IT, translating operational needs into concrete, scalable digital solutions while managing the product roadmap and backlog.

Responsibilities include: analyze and document business needs and translate them into functional and technical solutions; act as the Product Owner within agile trajectories, managing the backlog, priorities, and roadmap; optimize business processes and support digital transformation initiatives across the organization; facilitate workshops and stakeholder consultations to align expectations and requirements; monitor the quality, progress, and value creation of digital solutions; contribute actively to innovative projects within the intelligence and innovation department.

Requirements: 5+ years of experience as a Business Analyst within ICT environments; 5+ years of experience in general business operations applied to ICT; proven expertise in Agile and Scrum methodologies and product management; experience with the development and optimization of Business Process Management (BPM); knowledge of Project Management facets including costs, timing, coordination, and planning; experience with reporting tools, KPIs, and dashboards; experience in stakeholder management within complex environments; knowledge of change management and adoption processes; experience with integration challenges and API architecture; fluent in Dutch at a C2 level.

Nice to haves: experience with UX/UI principles and user research; knowledge of security and privacy (GDPR) within ICT environments.
