Consulent Leerlingenvervoer

This is an inhuuropdracht for a Consulent Leerlingenvervoer at Eemkracht, a joint arrangement (gemeenschappelijke regeling) supporting residents of Baarn, Bunschoten and Soest. The role is within the team Kennis en Expertise, with standplaats Soest. The consultant works for pupils in Soest, Baarn and Bunschoten. Due to a temporary capacity constraint, Eemkracht seeks an experienced adviser who is immediately available for 32 hours per week. The purpose is to develop, advise and coordinate policy and execution around pupil transport, ensuring children travel safely and appropriately within legal frameworks and the municipal ordinance.

Key tasks include setting up and harmonising processes around pupil transport within Eemkracht, working with Carel (currently configured differently for each of the three municipalities). Responsibilities include mapping the help request of parents and pupils, assessing eligibility for a transport provision, informing parents and professionals about possibilities, stimulating use of own network, acting as contact for transporters, guides and schools, weighing the full system and help requests from different domains, checking completeness and lawfulness of dossiers, drafting decisions and motivations, handling objections and appeals, and performing administrative tasks when needed.

The work is part of regular operations, within the existing organisational structure, under daily direction of the responsible manager. The role is structural and requires full embedding in the organisation.

Requirements (knock-out criteria): completed education at least MBO level; at least 3 years of demonstrable experience as a pupil transport consultant within a municipal institution and/or joint arrangement; at least 2 years of demonstrable experience in the past 5 years with setting up processes around pupil transport; demonstrable experience with Carel and 'het zaaksysteem'. Gunningscriteria (scored by Flextender, total 100 points): at least 2 years of demonstrable experience in the past 5 years within the social domain in the field of Jeugdwet, Wmo and/or Participatiewet (40 points); available no later than 2 November for 32 hours per week (30 points); maximum hourly rate €90 excl.

VAT, including Flextender fee and travel allowance (30 points). The CV must clearly indicate to what extent the candidate meets these criteria; otherwise not considered.

Competencies: analytical ability, advisory skills, strong communication, collaborative, proactive and solution-oriented.

Assessment: Step 1 Flextender assesses CVs on minimum requirements (knock-out criteria). Step 2 selects the 3 best CVs based on gunningscriteria; in case of equal score, the hourly rate is decisive. Step 3 the client assesses the selected CVs on relevant experience on similar assignments and at similar organisations; the best three are invited for an interview. Step 4 interview with at least two representatives; candidates must score at least sufficient on each competency.

The assignment is awarded to the candidate who best matches the profile. The client retains the right not to award.

Functieschaal: This function is classified in scale 8 (possibly linked to the applicable CAO).

Workdays: Monday to Friday.

Hybrid working possible: max 50%.

Fee Flextender: Flextender charges €2.25 per hour worked to the winning supplier.

Other: The client will request a VOG. If the contractor provides personnel, they must be registered in the trade register as a company that provides personnel (Waadi).
