Contract Compliance Manager

The company is a leading international food and nutrition organization with a strong focus on governance, procurement excellence, and workforce compliance. The company operates in a highly regulated environment and works with a large network of suppliers, contractors, and service providers, ensuring all engagements comply with legal and internal policy requirements. We are seeking an experienced Contract Compliance Manager to support the review and assessment of Procurement Requests and Purchase Orders that contain labor related services.

The role combines employment law expertise, procurement compliance, stakeholder management, and process improvement. You will play a key role in reducing compliance risks, clearing a significant backlog of assessments, and establishing a sustainable Way of Working for the future.

Responsibilities include: reviewing Procurement Requests and Purchase Orders involving labor related services; assessing whether engagements qualify as external workforce arrangements or genuine service based contracts; ensuring compliance with employment legislation and internal procurement policies; redirecting non compliant requests through the appropriate internal process; requesting, validating, challenging, and assessing information provided by business stakeholders; providing objective and evidence based compliance decisions; preparing detailed assessments and recommendations for escalation cases; supporting and advising stakeholders on compliance requirements; designing and implementing a future Way of Working; developing templates, procedures, guidance documents, and communication materials; identifying bottlenecks and improving process efficiency; reducing assessment lead times while maintaining quality standards; supporting onboarding and coaching of internal employees; and ensuring proper documentation and effective knowledge transfer.

Requirements include: minimum 5 years of experience in contract compliance, procurement, employment law, workforce compliance, or contract management; strong understanding of employment legislation and external workforce regulations; knowledge of Dutch DBA legislation is essential; experience with procurement processes and contract governance; ability to assess service agreements and identify hidden labor arrangements; experience managing escalations and challenging senior stakeholders; knowledge of Statement of Work structures is highly desirable; strong analytical and investigative skills; excellent communication and stakeholder management skills; HBO or WO educational level; ability to work independently in a fast paced environment; and strong sense of integrity and objectivity.
