Data Manager and Engineer – Expert Level

This is a job posting for an Expert-level Data Manager and Engineer at a federal public organization in Brussels, Belgium. The role is part of a major modernization program called eDossier, an ambitious program consisting of several projects with very tight timing. The organization is looking for strong profiles who want to commit temporarily until delivery, foreseen until at least the end of 2028. The position is a hands-on data management and data engineering role, requiring 10+ years of experience (mandatory).

The emphasis is on analysis, design and implementation, not a pure lead or advisory role. It is also not a 4-day telework role; 3 days per week on site are required, next to Brussels-South station. Responsibilities include developing master data management and metadata management into a data glossary and data dictionary, providing quality and secure data analysis to move from descriptive to predictive and prescriptive analysis, ensuring current (on-prem) and future (cloud) data are brought to the Azure Cloud data platform, implementing solutions for reports and statistical data with Power BI, creating architectural data design, helping the organization grow in data maturity, and working within a team of technical and non-technical profiles.

The required profile includes a degree in computer science from a recognized European college or university (mandatory, diploma must be provided), continuous self-training, 10 years hands-on experience in data management within complex organizations (with specific sub-experiences), 10 years hands-on experience in on-prem and cloud data engineering (with specific sub-experiences), ability to propose alternative solutions, good listener, flexible attitude, and excellent communication skills.

Nice-to-haves include experience with APIs, microservices, software design, event-driven architecture, Event Driven/Behavioral Driven Development, Domain Driven Design, and knowledge of building blocks within the federal government context. Due to the bilingual working environment, very good knowledge of English and very good knowledge of Dutch or French is necessary. The selection process is based on CV and diploma, followed by individual interviews in waves of maximum 5 people.
