Omschrijving
The Head of Procurement is responsible for leading and managing all procurement requirements to ensure objectives are met within the approved scope, budget and schedule, and to ensure that all work is completed in accordance with applicable quality standards. The role involves overseeing all procurement activities within the company scope of supply in collaboration with the Supply function, ensuring timely novation of company-initiated procurement activities to the awarded contractor, reviewing contractor procurement activities with the Project Management Team (PMT), and stewarding contractor performance to ensure compliance with company requirements and approved procedures. The incumbent reviews and approves the contractor's procurement procedures and documents, participates in the review of the contractor's vendor quality control effort, supports the contractor in evaluating prospective key vendors, and coordinates the addition of vendors to the Project Vendor List when required. The role also includes establishing and maintaining strategic relationships with contractors, suppliers, manufacturers and key stakeholders, reviewing and monitoring contractor's procurement plans for the purchase of contractor's scope and handling of company items, reviewing and monitoring contractors' materials management plans, working effectively within established policies and procedures, and providing leadership, guidance and development to the Project Procurement Team while promoting continuous improvement and best procurement practices. Essential skills and knowledge include a Bachelor's degree in business, accounting, commercial, marketing, sciences, engineering, project management, supply chain management, law, communication, technologies, mathematics or statistics; 8 years' experience in a business-related function or discipline, including 4 years in the Oil & Gas industry and 1 year in a supervisory or acting role or oversight of contractor/subcontractor/service/vendor personnel; experience with contractors, subcontractors and vendors in the oil and gas industry; demonstrated ability and sensitivity to work with people from a variety of cultural backgrounds; worldwide experience with contractors, particularly those involved in procurement activities for offshore LNG production facilities; excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT; application and in-depth knowledge of stakeholder specifications and a working knowledge of industry standards; a high level of proficiency in written and spoken English; computer literacy involving the regular use of professional office applications and project management software; and strong leadership, commercial negotiation, stakeholder management, and decision-making skills. The offer includes a day rate in USD plus allowance, a work schedule of 10 hours per day for 6 days per week, a duration of 36 months with possible extension, and the work location is Qatar.
