This is a posting for a Process Owner Service role. Our client is looking for a Delivery Governance & Operational Excellence Specialist to join its Delivery Enablement function and support the evolution, governance, and operationalization of its delivery framework. The role focuses on translating strategic objectives into practical standards, governance models, processes, methods, and reusable assets that drive consistency, adoption, and measurable delivery outcomes across the organization.
This is a hands-on assignment for a consultant who combines strategic insight with strong execution capabilities and has proven experience in delivery governance, operating models, Agile-at-Scale environments, and continuous improvement initiatives. The consultant will join the Standards & Methods team within the Delivery Enablement function. The mission aims to strengthen the organization's delivery ecosystem by: translating strategic direction into operational frameworks; formalizing standards, processes, and governance models; supporting the implementation and adoption of delivery practices; establishing measurable governance and performance frameworks; and creating sustainable and reusable delivery assets.
The consultant is expected to provide specialized expertise and execution capacity in governance, measurement, documentation, standardization, and continuous improvement. This is not a traditional Agile Coach role. The Delivery Enablement function is responsible for improving the way delivery takes place across the organization, bringing together expertise in Agile Delivery, User Experience (UX), Quality Assurance (QA), and Standards & Methods. The Standards & Methods team is responsible for defining and evolving delivery standards, establishing governance frameworks, managing methodologies and ways of working, facilitating consistency across teams and value streams, and measuring adoption and effectiveness of standards and practices.
The team owns and continuously improves the delivery system, while delivery teams remain accountable for delivery execution.
Key responsibilities include: support the governance and evolution of the Product Operating Model; establish and maintain common delivery standards and practices; align delivery methodologies across teams; support scaled delivery mechanisms; improve cross-team coordination and collaboration; contribute to Agile-at-Scale governance frameworks; design and implement delivery measurement frameworks; define and monitor KPIs and governance metrics; create visibility on adoption and delivery outcomes; implement and improve SLA and OLA governance; support Chapter-as-a-Service methodologies; standardize service management and operational processes.
Current priorities include scaling and formalizing the operating model, converting delivery concepts into documented standards, establishing measurable governance practices, supporting workforce and sourcing decisions, and standardizing service-request and procurement processes. The consultant will be expected to translate strategic intent into practical delivery frameworks, convert concepts and workshop outcomes into operational deliverables, design standards that are scalable, maintainable, and actionable, create feedback loops between standards, adoption, and delivery outcomes, coordinate dependencies between operating models, Agile-at-Scale initiatives, and performance management, and support the implementation and institutionalization of delivery governance practices.
Required experience: minimum 3 years of experience in a Delivery Enablement, Transformation Office, PMO, Operational Excellence, or similar environment; proven experience maintaining governance frameworks, standards, methods, and procedures; strong track record translating strategy into operational processes, workflows, templates, and practical assets; experience implementing delivery governance and operating models; experience working within Agile and scaled delivery environments; previous experience in roles such as Agile Lead, Release Train Engineer (RTE), Delivery Lead, Transformation Lead.
Language skills: professional proficiency in English (mandatory); Dutch and/or French is considered an asset. Required competencies include the ability to transform ambiguity into actionable deliverables, produce high-quality governance and operational documentation, drive actions, decisions, and dependencies to completion, identify process gaps, overlaps, and improvement opportunities, and balance governance requirements with operational pragmatism.
Deliverables include standards, procedures, playbooks, templates, policies, process documentation, decision frameworks, and governance materials.
Location: Brussels region; assignment full-time; work model hybrid with approximately 2 days per week onsite; occasional travel within Europe may be required, with travel expenses covered by the client. Candidates must be legally authorized to work in Belgium and, where applicable, possess a valid residence and work permit.
