Procurement Manager

Additional information from the intake with the hiring manager: Context: This role supports the Wind business unit within Vattenfall’s CEP Digital Programme, with a focus on sourcing for the new OCC and related OT topics. The specialist will be supported by both a business team and a procurement team, and will work with a wide range of stakeholders across functions and countries.

Ideal profile: First preference: experience in Wind, ideally with SCADA systems.

Second preference: an extensive IT procurement background, which gives the candidate a solid understanding of how the communication systems work. 10+ years of procurement experience is preferred. 7+ years can also be considered. Experience at procurement manager level, with the ability to communicate confidently with board-level stakeholders. The role itself is not at executive level. Vattenfall is a highly complex matrix organisation, so proven experience in complex organisations and with complex tenders is a must.

A degree is not a must. Relevant experience is leading. General energy-sector experience is not a major advantage. In-depth procurement knowledge counts for way more.

Solution-oriented: the manager prefers solutions over complaints. Diplomatic, with strong stakeholder management skills.

Location and travel: The way of working is flexible, but this is not a fully remote role.

Procurement Manager: Independently executes qualified procurements of goods and services as well as follow-up and evaluation of deliveries/suppliers. The work is carried out in collaboration with the internal client, providing support/advice to employees in contract and procurement issues, and in the implementation of direct procurements and call-offs against framework agreements. Participate in working groups and participate in various investigative assignments on responsibility and procurement issues.

Category manager is responsible for the Category as such. The Indirect Procurement Specialist, OT Category, will primarily support BA Wind in its transformation CEP Digital Programme. The role will establish and execute strategic sourcing activities required to establish a new OCC and accociated other OT related topics.

Main assignment: Indirect Procurement, IT/OT Category. Perform an IT/OT category and supplier-market scan covering the services and capabilities required by the programme/project. Translate business, IT, architecture, security and transition requirements into practical sourcing strategies, supplier criteria and procurement plans. Prepare, coordinate and issue RFI, RFQ and RFP documentation with relevant business, IT, Legal, Security and Procurement stakeholders.

Plan and manage procurement milestones, dependencies and decisions in line with the integrated roadmap. Develop evaluation criteria, commercial models and scoring structures, and coordinate transparent supplier evaluations. Support supplier shortlisting, clarification meetings, negotiations and commercial recommendations. Coordinate contracting activities and support supplier onboarding, mobilisation and handover. Maintain a consolidated view of supplier selection status, timeline, commercial assumptions, risks and decisions.

Provide procurement input to reporting, budget discussions and Steering Committee decision material.

Skills: Excellent communication and negotiation skills, with the ability to challenge constructively and create alignment between commercial, technical and business perspectives. Strong analytical and structuring skills, with attention to detail and the ability to maintain transparency and auditability in procurement decisions. Pragmatic, delivery-oriented and able to balance procurement quality, governance and compliance with programme deadlines and decision needs.

Able to prioritise, create structure and maintain momentum in a fast-changing environment with incomplete information and multiple dependencies. Self-driven, collaborative and comfortable working both independently and as part of a multi-disciplinary programme team. High integrity and sound judgement when handling commercially sensitive and confidential information.
