The Sr. Procurement QA/QC Engineer is responsible for ensuring that all procured materials, equipment, and packages comply with the client's project specifications, applicable international standards, and approved Quality Management Systems. This role involves overseeing supplier quality activities, coordinating with third-party inspection agencies (TPIA/TPCA), and enforcing procurement quality requirements from pre-award through post-delivery. Duties include conducting pre-qualification assessments of suppliers, ensuring compliance with QatarEnergy's Preferred Manufacturer List (PML) or justifying deviations via PML deviation requests, reviewing and approving supplier quality plans, ITPs, and manufacturing procedures, participating in technical clarification meetings and providing QA/QC input during bid evaluations, reviewing vendor exceptions and deviations, supporting the preparation and approval of Technical Deviation Requests (TDRs), reviewing Inspection and Test Plans (ITPs) for procurement packages, coordinating and witnessing inspections, tests, and certifications at supplier premises, ensuring compliance with criticality ratings and inspection levels per CORP-ENG-STD-036, liaising with approved TPIA/TPCA agencies for inspection scheduling and execution, reviewing and endorsing inspection reports, release notes, and certification documents, ensuring all non-conformities are documented and resolved, maintaining comprehensive records, submitting weekly and monthly procurement quality status reports, verifying material certifications (e.g., EN 10204 Type 3.1/3.2) and traceability, conducting or coordinating material receiving inspections (MRI), and ensuring proper handling, storage, and preservation of materials. Requirements include a Bachelor's degree in Mechanical, Materials, or related engineering discipline; minimum of 10 years of experience in supplier quality assurance within oil & gas, petrochemical, or energy projects; strong knowledge of international codes and standards (ASME, API, ANSI, ISO, EN); experience with inspection and certification processes including TPIA/TPCA coordination; familiarity with ISO 9001 and CORP-QAL-STD-004; certification in welding inspection (e.g., CSWIP3.1, AWS CWI) or equivalent is highly desirable; strong communication, reporting, and interpersonal skills; ability to communicate in Mandarin is preferred; demonstrated experience supporting major EPC projects during engineering and procurement phases; strong experience with supplier audits, manufacturing surveillance, and vendor inspections; and must have prior experience in FPSOs, Offshore platforms, FLNGs, LNGs, or refinery projects.
