Volledige omschrijving
About the company: A major Dutch public-sector organisation responsible for the development, management and maintenance of the Netherlands’ primary infrastructure. Its work covers major roads, waterways, bridges and other critical infrastructure, with a strong focus on safety, accessibility and long-term asset management. For its regional activities in Zeeland, our client is working on a range of infrastructure maintenance and renewal projects, including bridge projects currently underway and in preparation.
About the position: We are looking for an experienced Project Controls Manager to join a relatively new bridge-focused project cluster in Middelburg, Zeeland. In this role, you will be responsible for the integrated control of one or more infrastructure contracts. You will bring together planning, costs, risks, quality, scope and project information to give project teams a clear overview of progress and potential issues. A key part of the role is building structure.
The project-control function is still being developed, so you will help establish processes, improve ways of working and ensure that reliable management information is available for decision-making. You will work within an Integrated Project Management (IPM) environment and collaborate closely with project managers, technical, contract and other project-control professionals. Hybrid working is possible, with Tuesday as the fixed team collaboration day in Middelburg.
Responsibilities: Lead the integrated project-control activities for infrastructure maintenance and renewal contracts. Monitor and connect scope, planning, budget, risks, quality and progress. Identify gaps, risks and dependencies and bring them to the attention of the project team. Translate project-control analysis into clear recommendations and decision-making information. Establish and improve project-control processes, structures and working methods.
Coordinate different project-control disciplines, including planning, financial control, risk and quality management. Ensure project-control information and reporting are delivered accurately and on time. Provide direction to project-control professionals and encourage consistent ways of working. Work closely with the wider IPM team and relevant internal and external stakeholders. Help create a structured and reliable project-control environment within a developing project cluster.
Requirements: Minimum 5 years of professional experience in project controls / projectbeheersing. Completed HBO-level or higher education in a relevant field such as Finance, Economics, Business Administration or a comparable discipline. Demonstrable knowledge of the IPM model and the role of Project Controls Manager within an integrated project environment. Strong understanding of several project-control disciplines, such as planning, financial management, risk management and quality management.
Experience working in complex projects, preferably within infrastructure, construction, maintenance or another technical environment. Strong analytical and organisational skills, with the ability to create structure from complex information. Able to take ownership, work independently and proactively identify areas for improvement. Strong communication and stakeholder-management skills. Fluent Dutch. Able to work onsite in Middelburg on Tuesdays, with additional onsite presence when required by the projects.
