Projectleider Implementatie Integraal Huisvestingsplan

Gemeente Voorschoten is looking for a Projectleider Implementatie Integraal Huisvestingsplan. The organisation is developing towards a client-oriented structure with core values Vertrouwen, Verantwoordelijkheid, Betrokkenheid en Plezier. The assignment concerns a special real estate task at the intersection of educational housing, real estate development, reallocation of social functions, participation and administrative decision-making. The project involves investigating multiple school locations, possible relocation and rehousing of functions, and translating research results into concrete development scenarios and a substantiated administrative advice.

The contractor will work together with a specialised research agency to deliver a bounded research and advisory result. The role is responsible for project execution, participating in the steering group, communication with stakeholders, drafting administrative documents, and giving presentations. Result areas include delivering a complete and substantiated investigation into the renewal, development and possible reallocation of three school locations, concrete development and reallocation scenarios, an advisory on the preferred scenario, necessary administrative documents, and a participation and alignment result.

The contractor must be available from 17 October 2026 for 36 hours per week.

Requirements (knock-out criteria): a completed HBO bachelor degree in Civiele Techniek, Bouwkunde, Ruimtelijke Ordening, Planologie, Verkeerskunde; maximum hourly rate of €120 excluding VAT and including travel costs and Flextender fee; availability from 17 October 2026 for 36 hours per week; at least 3 years of demonstrable experience as project leader in the physical/real estate domain within a municipal organisation; demonstrable experience in the past 5 years with housing projects within a municipality with fewer than 50,000 inhabitants.

Selection criteria: experience as independent project leader in real estate/area development (30 points), experience with writing administrative documents (25 points), experience with various users from the social and administrative field within a municipality (30 points), and at least 1 year experience with housing projects within a municipality (20 points). Competencies include adaptability, communication, client orientation, delegation, listening, perseverance, tactical behaviour, motivating, result-oriented working, collaboration, persuasion, assertiveness, decisiveness, organising, critical thinking, analytical ability, and planning.

The evaluation procedure consists of four steps: assessment on knock-out criteria, selection of 10 offers, invitation for interviews, and final selection. The function is classified in salary scale 11. Flextender charges €2.25 per worked hour to the winning supplier.
