Projectmanager Fysieke Beveiliging

Hoogheemraadschap De Stichtse Rijnlanden (HDSR) is looking for a Project Manager Physical Security (Projectmanager Fysieke Beveiliging) for the execution of the physical security project of its headquarters and the 7 critical assets, in accordance with the normative framework and OBW principles (Opzet, Bestaan, Werking). The project manager is responsible for the integrated execution of the project and for achieving the objectives within the agreed scope, time, budget and quality.

The role forms the hub between the executing work streams (governance, normative framework, technology/suppliers and management) and the line organization (management/operations).

Tasks include: integral planning and progress monitoring (milestones, dependencies, capacity); drawing up and monitoring the deliverable planning and quality requirements; organizing decision-making, including preparation of steering group decisions and escalations; coordinating the work streams (technology, management, tendering) and monitoring coherence; actively managing risks, issues, actions and change management (scope control); ensuring OBW traceability: document structure, audit trail, decision registration and evidence per phase/layer; providing reports (progress, risks, budget indications, decision points) to the steering group; and monitoring coherence with the Weerbaarheid program.

The project manager works under administrative direction of the steering group Physical Security and gives daily direction to the quartermaster, the realization team (technical specialist and supervisor) and supporting roles (procurement and contract manager, IT architect and security officer).

Knock-out criteria: available no later than 1 November 2026 for 16 to 20 hours per week; at least 3 years of demonstrable work experience with projects in physical security and/or vital infrastructure in the public sector, in a managerial or directing project role; demonstrable work experience with tenders; at least 3 years of demonstrable work experience with the realization of organizational, structural and electronic security measures; demonstrably familiar with OBW traceability and relevant frameworks: Wwke, CSIR, BIO2, NIS2, ISO 27002 and AVG.

Award criteria: demonstrable work experience at a water board or central government; demonstrable knowledge and/or experience with project management methodologies and steering on GROTIK (Money, Risks, Organization, Time, Information, Quality); demonstrable experience with successful European tenders; and a completed education at least at HBO bachelor level.

The position is classified in salary scale 11. Flextender charges €2.25 per hour worked to the winning supplier.
