Senior IT Project Manager

This is a Senior IT Project Manager role to reinforce a programme team coordinating the dematerialisation of urbanism, environmental and single permits. The team includes a programme manager, analysts and testers, a change/communication/training lead, and several project managers already assigned to specific projects. The team also relies on other digital, business and domain experts. You will support the designated programme manager in setting up and monitoring ongoing and upcoming technical projects within the dematerialisation programme.

As IT Project Manager, you will manage several projects simultaneously, from the pre-study/offer coordination phase through to transfer to operational production. You will work closely with business stakeholders, the sub-programme team and the digital coordination team. The digital team includes a programme manager, an analyst, a change manager and a test coordinator.

Key activities and deliverables: conduct or supervise pre-analysis (offer coordination) covering scope, technology, resources and budget estimation; identify providers, stakeholders and experts, define the project charter and set up the project organisation; own internal and external kick-offs to understand the client's needs and environment; define tasks and deliverables (technical and documentary) and project plans with short, fast iterations focused on delivering value (agile approach); set up the project team and act as its driving force; be the single point of contact for the business; monitor projects (planning, budget, scope, risks) and manage changes; federate all people involved in the project; be hands-on and able to help in critical phases (workload peaks, tight deadlines), especially during delivery; coordinate and supervise delivery, testing and training phases; follow go-live, provisional acceptance (MVP) and final acceptance (product handed over to maintenance); ensure project closure; provide ad-hoc reporting at different levels; share knowledge and skills with other team members.

Skills required: ability to share project management knowledge (mandatory, T3 Senior), ability to popularise/vulgarise technical aspects (mandatory, T3 Senior), negotiation skills (mandatory, T3 Senior), IT project management (mandatory, T3 Senior), resource management (mandatory, T2 Confirmed), proficiency in project management tools (mandatory, T3 Senior), knowledge of relevant back-office systems (permit/case management) (nice to have), and Scrum Master certification (advantage).
